NOTICE TO BIDDERS
BOROUGH OF MADISON, MORRIS COUNTY, NEW JERSEY
SOLID WASTE COLLECTION AND DISPOSAL

NOTICE IS HEREBY GIVEN that sealed bids will be received by the Borough of Madison, County of Morris, State of New Jersey, in the Council Chambers, Room 320, Top Floor, 205 Madison Avenue (off Danforth Road), Madison, New Jersey on THURSDAY, SEPTEMBER 17, 2009 AT 10:00 A.M. prevailing time, and at that time will be publicly opened and read for SOLID WASTE COLLECTION AND DISPOSAL. Bid prices shall remain firm for a period of sixty (60) days.

In addition to the proposal, each bidder may be required to submit a statement of his/her qualifications, experience, financial ability, equipment and a Non-Collusion Affidavit. Failure to submit same with the proposal may result in rejection of the bid. All bids must be submitted on the Proposal Forms furnished by the Borough. Bids on any other forms will not be accepted. Bid documents and specifications are available at the Borough Clerk's Office, 205 Madison Avenue (off Danforth Road), Room 211, Madison, NJ from 8:00 A.M. 4:30 P.M., Monday Friday for NO CHARGE.

Bids shall be addressed to the Borough Clerk, Borough of Madison via:

US Mail ONLY: 50 Kings Road, Madison, NJ 07940 OR
Hand-delivery or other carrier/delivery service (NOT US Mail): 205 Madison Avenue (off Danforth Road), Room 211, Madison, New Jersey 07940.

Each Proposal must be enclosed in a SEALED ENVELOPE, properly endorsed with the name of the Bidder, with the designation "BOROUGH OF MADISON, SEALED BID, SOLID WASTE COLLECTION AND DISPOSAL, SEPTEMBER 17, 2009". Any envelope that is received that is not properly marked causing it to be opened prior to the bid will be invalidated. Bids may be received before the hour designated in this office, if they are mailed or hand delivered in person. The Borough of Madison will not be responsible for any bid that is sent by mail or other form of carrier which is lost or which arrives after the bid date and time, SEPTEMBER 17, 2009, 10:00 A.M.

The Sealed Proposals must be accompanied by: (1) a duly executed Bid Proposal Guarantee in the form set forth in the Bid Package; (2) a certified check, cashier's check or bid bond payable to the Borough of Madison in an amount equal to ten percent (10%) of the bid (based upon the highest total bid, if alternative bids are involved), but not to exceed $20,000; (3) a duly executed Consent of Surety and Power of Attorney on the standard New Jersey Statutory Bond Forms, as set forth in the Bid Specifications, issued by a surety company licensed to do business in the State of New Jersey and listed in the most recent Federal Register (Circular 570); (4) a photocopy of the bidder's Certificate of Public Convenience and Necessity and an approval letter issued in conformance with N.J.S.A. 13:1E-126; (5) Questionnaire setting forth experience and qualifications; (6) Non-Collusion Affidavit; (7) Stockholders Disclosure, and (8) Business Registration Certificate (BRC).

Bidders are required to submit bids for 2, 3, 4 and 5 year contract periods.

OPTION #1 COLLECTION AND DISPOSAL OF SOLID WASTE WITH BOROUGH OF MADISON PAYING DISPOSAL COSTS (INCLUDES BOARD OF EDUCATION BUILDINGS)

Curbside collection and disposal of solid waste twice a week in three districts for 2, 3, 4 or 5 years and shall include collection and transportation to the disposal site; disposal fees to be paid by the Borough (includes Board of Education buildings)

OPTION #2 COLLECTION AND DISPOSAL OF SOLID WASTE WITH BOROUGH OF MADISON PAYING DISPOSAL COSTS (DOES NOT INCLUDES BOARD OF EDUCATION BUILDINGS)

Curbside collection and disposal of solid waste twice a week in three districts for 2, 3, 4 or 5 years and shall include collection and transportation to the disposal site; disposal fees to be paid by the Borough (does NOT include Board of Education buildings)

OPTION #3 COLLECTION AND DISPOSAL OF SOLID WASTE WITH BOROUGH OF MADISON PAYING DISPOSAL COSTS (INCLUDES BOARD OF EDUCATION BUILDINGS) - VARIED PICK UP SCHEDULE

Curbside collection and disposal of solid waste twice a week in each of three districts for commercial, municipal and board of education buildings only with residential pickup once per week (Monday, Tuesday, Wednesday) in each of three districts for 2, 3, 4 or 5 years and shall include collection and transportation to the disposal site; disposal fees to be paid by the Borough (includes Board of Education Buildings)


The Borough of Madison reserves the right to reject any or all bids and to waive any informalities therein and to accept any bid that will be in the best interest of the Borough of Madison, New Jersey according to N.J.S.A. 40A:11-1. The Borough of Madison reserves the right to make separate purchase awards for various sizes and kinds of materials or equipment required, based on the low unit bids submitted on such items.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.

The Borough of Madison reserves the right to delete sections of work from the contract after the award of the bid has been made due to funding or other reasons. The prices bid for various items of work shall not be adjusted due to the deletion of any work due to the variation of any quantity for the various items scheduled in the Proposals.
