BOROUGH OF MADISON PUBLIC SCOPING HEARING POSTPONED
Madison, NJ – January 14, 2020 - The Borough of Madison’s Public Scoping Hearing, originally scheduled for January 23, 2020 at 6:00 P.M. at Hartley Dodge Memorial, 50 Kings Road, on the proposed diversion of approximately 1.743 acres +/- at the Madison Recreation Complex, 184 Ridgedale Avenue (Block 601, Lot 1.01) in regards to Madison’s Affordable Housing litigation and settlement efforts has been postponed.
The New Jersey Department of Environmental Protection and Green Acres has contacted the borough informing us that they are asserting primary jurisdiction regarding our diversion request, unilaterally reversing their prior ruling issued in April 2019 that they waived jurisdiction.
The Borough looks forward to working together with NJDEP/Green Acres and Morris County Department of Planning & Preservation to re-schedule the scoping hearing at a later date, as we work towards our moral and legal obligation to provide affordable housing in Madison.
When a date has been determined for the postponed scoping hearing, notices will be sent in accordance to the rules and regulations of NJDEP/Green Acres and Morris County.
The below information is in regards to the originally scheduled January 23, 2020 Public Scoping Hearing, which has since been postponed.
The Borough of Madison has, in accordance with the rules and regulations set forward by the Morris County Department of Planning & Preservation and the Morris County Open Space, Farmland, Floodplain Protection & Historic Preservation Trust Fund, noticed the public in regards to the Public Scoping Hearing.
Below are the channels in which notices have been made:
Public Scoping Hearing Notice Posted at Site Entrance
On December 20, 2019 at 11:49 A.M. the Public Scoping Hearing Notice sign was posted at the entrance of the site, 184 Ridgedale Avenue, Madison, NJ (Block 601, Lot 1.01) for public view.
Legal notice in Local Newspapers
On Monday, December 16, 2019 legal notices were sent to the Madison Eagle and Daily Record for publishing in the Thursday, December 19 editions of both papers. Copies of notices will be posted when available.
Press Release
On Monday, December 16, 2019 a press release was sent to local media, including: Madison Eagle, Daily Record, Tap Into Madison and Madison Patch, regarding the Public Scoping Hearing Notice. The release can be found here.
200' List
In accordance with state and local laws, 200' lists were obtained from Madison and Florham Park. Notices were sent Certified, Return Receipt via the USPS on Monday, December 16 and Tuesday, December 17, 2019. Those who will receive a notice are:
- All residents, businesses and required utility companies, as per both lists;
- Morris County representatives;
- Elected Officials from Morris County, Borough of Madison and Florhham Park;
- All Madison Environmental Commission members;
- All Madison Open Space, Recreation & Historic Preservation Advisory Committee members;
- All Planning Board Members;
- All Zoning Board Members;
- Chairs of all the remaining Madison Board/Commission/Committees;
- State and local offices and officials, as per Green Acre requirements;
- Easement Holders of the property.

A Display Banner for the Public Scoping Hearing was published in the Wednesday, January 8, edition of the Daily Record.
Public comments on this diversion request will be accepted at the scoping hearing, or until February 7, 2020. All comments can be submitted to:
